Julie B. Cohen
Vice President - Administration

Ms. Julie B. Cohen is a member of the Engineering team of the Acquisition Support Program (ASP). She is currently involved in activities to improve acquisition practices in the Civil and Intelligence Communities. This includes being a qualified instructor for the Software acquisition Survival Skills class and the Continuous Risk Management class. She previously was a member of the Air Force team and she recently completed a 3-year assignment as an Air Force civil servant on the Transformational Communications System where she was the deputy Program Manager for the network operations management segment. Prior to joining the SEI, Julie was a Program Manager at Brashear LP where she led the development of the Fire Control System for the Army’s Objective Individual Combat Weapon program. Julie was previously employed with Marconi, where she worked as a program manger on several enterprise communication systems. Julie is a retired Air Force Officer. During her Air Force career, she worked in various acquisition positions including assignments in the F-16 program office, the Flight Training program office, the Air Force Operational Test and Evaluation Center, and the Air Force Research Laboratory. She received her B.S. in Electrical Engineering from Carnegie Mellon University, and an M.S. in Electrical Engineering from the Air Force Institute of Technology. She is a certified Program Manager Professional and attained a Level 3 Certification as a DoD Program Manager.
