Ray C. Williams is a Senior Member of the Technical Staff at the SEI, where he is the lead for the application of risk management methods and tools in the Software Engineering Process Management (SEPM) group, and has delivered all SEI risk management products and services. He is a co-author of the SEI's Continuous Risk Management Guidebook, lead author of the current Software Risk Evaluation (SRE) Method Description, and has presented tutorials and papers on risk management at the Defense Systems Management College, SEI Symposium, SEPG Conferences, STC, and the SEI Conferences on Risk.

Ray joined the SEI’s Risk Program from industry in December, 1991, about a year after the program’s formation. He was a member of the team that did "Risk Assessment No.3" in early 1992, when the present-day’s SRE method was in its earliest prototype stage, and he remained with the program through its zenith in 1996 and its de-emphasis period subsequent to 1997. He now is steward for all the legacy SEI risk management products and services and regularly leads SREs and TREs (Technical Risk Evaluations, a slight modification of the SRE method, which address all aspects of software-intensive systems) for DoD programs on an as-contracted basis.

Before the SEI, Ray was a software development project manager for Daxus Corporation for nearly seven years (1985-91), primarily leading VAX-based applications for steel industry production control. (Daxus was a management buyout of Dravo Corporation’s automation department, and was also known for a while as Dravo Automation Sciences.) In this capacity, the automation projects he managed were part of major Dravo constuction efforts (Inland Steel, U.S Steel, and Algoma Steel ladle metallurgy facilities were particularly intense and memorable), and this afforded invaluable experience in the comparison and contrast between software and construction project management.
